Areas of Practice
Environmental and land use law
Representative Experience
My practice emphasizes environmental and land use litigation on behalf of environmental
organizations, citizens groups, individuals and local governments. I have appeared in a wide variety
of administrative and judicial forums, including the Washington State Court of Appeals, the Western
District of Washington Federal Court, the Ninth Circuit, the Washington State Shoreline Hearings
Board, Pollution Control Hearings Board, Growth Management Hearings Board, and local counties
and cities.
I have represented individuals and organizations on a wide variety of environmental and land use
issues, including representing individuals and organizations participating in comprehensive planning
as well as site-specific development proposals. I have assisted individuals and organizations
participating in the litigation of Clean Water Act citizen suit claims, involving the permitting of a
major landfill, involving a RACT proceeding under the Clean Air Act, and involving a wide variety
of developmental proposals. I have extensive experience at both litigating cases before
administrative agencies and superior court (and building the necessary evidentiary records) as well
seeing cases through at the appellate level.
